Preparatory phase of the negotiations was to consecrate the principle of building blocks, according to which the FTAA would not be constructed through the individual adhesion of each country to NAFTA, as the United States wanted, but through the convergence of the various sub-regional schemes of liberalization and integration. The other victory consisted of eliminating the specter of an "early harvest" that is, the prospect of interim results by 2000. Coupled to this was acceptance of the principle of a single undertaking, according to which there would be a general understanding of all the benefits and advantages before any eventual sectoral agreement was effected. Success was attained in the last hemispheric meetings from San Jos onward. From the viewpoint of Brazil and MERCOSUR, these produced balanced outcomes as regards the distribution of responsibilities in terms of the successive chairmanships of the negotiating process and the work of the sectoral groups. Brazil and the United States will co-chair the negotiating process during the final and most crucial stage of defining the profile of the future hemispheric free trade zone. In the final analysis, what is it that so frightens the MERCOSUR negotiators in the planned FTAA? Structural and conjunctural factors may explain Brazil's reticence toward the project. First, there are the evident differences in competitiveness and productive base economies of scale ; between Brazil and the United States. US output stands at seven trillion dollars, currently concentrated in the most dynamic sectors of the new services economy, whereas the total GDP of MERCOSUR is less than one trillion dollars, with a proportionally lower per capita GDP. The biggest member of MERCOSUR, Brazil with a GDP less than a tenth that of the United States hopes to consolidate its industrialization process amid the challenges arising from implementing the Uruguay Round agreements and the country's program of unilateral trade liberalization, not to mention the still unfinished stabilization program. The arguments for or against the FTAA can be used in different ways, depending on the posture adopted toward the expected benefits of an enlargement of markets that goes beyond the sub-regional level to cover the whole hemisphere. As has been emphasized with regard to a possible adhesion to NAFTA, Almeida [1994] pp. 84-96 ; proponents of the latter option insist on the greater market potential and the higher quality of the technological association that might derive from a "special relationship" with North America, particularly with the United States, in comparison with the modest purchasing power and the lesser technological possibilities available in the Southern Cone.3 On the other hand, those who favor sub-regional links insist on the unequal bargaining leverage with the Big Brother to the north, which would condemn MERCOSUR to making many more concessions than could be offset by access to the US market. Second, and reinforcing the latter argument, another concern is the manifest asymmetry of the anticipated concessions and benefits in a liberalization process solely at the hemispheric level. This concern arises because the geographic profile of Brazil's foreign trade in line with its much-vaunted status as a global trader and its economic-financial and technological relations are more broadly diversified, with some traditional areas of concentration, beginning with Europe. The European Union is, and will continue to be for the foreseeable future, the most important market and one of the main sources of foreign investment in the Brazilian economy. Moreover, the introduction of the euro will bring benefits for Brazil and for MERCOSUR in the areas of trade, finance and the diversification of reserves. Although there is no "hemispheric preference" in direct investment, trade liberalization in the western hemisphere alone could destabilize the set of commercial associations and business strategies without taking into account, of course, the agricultural dimension, where the EU maintains an irredeemably protectionist position that promise much more from the perspective of Brazil's and MERCOSUR's international economic.

There is an interesting historical irony here. Littr did not know Galen's statement about Ancient Medicine. Yet in his own reconstruction of Hippocratic science purging away Galen's prejudices and putting in his own ; Littr made Ancient Medicine the prime Hippocratic work by which the rest of the canon was to be tested 1.294-320 ; . In so doing, Littr was in part restoring the Empiric view of Hippocrates which began our Hippocratic tradition. But that tradition began in the Hellenistic period, not in the Classical period where Littr would put it. Despite Galen's usual reticence about views of Hippocrates different from his own and despite his rhetorical posture according to which the history of medicine is a series of acceptances or rejections of Hippocratic dogmatism, his evidence appears clearly to point to the Empirics as the first interpreters of Hippocratic science. The tradition of study of the text goes slightly deeper, to Bacchius. But Bacchius attributed no doctrine to Hippocrates, while the Empirics clearly did. What each individual Empiric contributed cannot, I think, be known, as our evidence stands. The commentaries of Heraclides and Zeuxis were the sources of information for later antiquity.
