Family and or personal status issues are governed by Islamic law Sharia ; , while the law pertaining to civil matters is based on the French Napoleonic code. Nevertheless, the overriding stipulation in the Constitution is that legislation should not contradict Sharia. Moreover, the Constitution specifies that Islam is the state religion.5 Consequently, usage of the term secular to describe the Egyptian state is somewhat misleading, as it implies a non-religious orientation that has never really existed. In the political culture of Egypt, there has never been a separation between state and religion. In fact, the Egyptian state has always maintained a balance, albeit precarious at times, between the requirements of managing a modern nation-state and its commitment to Islam.
