The latter has responded by proposing a number of measures intended to stretch the public health budget further. At first the MOF sought introduction of increased copayments. This proposal was successfully resisted by the MOH and members of parliament who were ideologically opposed to copayments. n Cutting the basket. Most recently, the MOF has recommended carving out "less essential" services from the basic basket, to allow for supplemental and private policies to cover them. This places the question of rationing and priority setting very clearly on the agenda. Unfortunately for the MOF proposals, experience to date indicates that cutting the basket will not be easy. At this point, there are eleven designated committees, some of whom still need Chairs. These Task Forces are titled: Workplace; Evaluations and Outcomes; Palliative Care; Family; Diversity; Death Education; Communications; Innovation and Provider Education; Financing; Bereavement Resource; and Standards and Guidelines. These Task Forces are consistent with the structure and organization of other states in their involvement with this issue, many of which participate in an effort known as "Last Acts" and have a sponsorship by Rosalyn Carter and may be sponsored by Robert Wood Johnson grants. A grant may be a long term goal of this Consortium. Some of the Task Force titles are unique to the identified needs of our Delaware population and were suggested by virtue of the expertise of the group members. We are still in our infancy in forming these groups and identifying their specific roles.
